Public Health Week highlights the conditions and circumstances that shape health outcomes across communities, and homelessness remains one of the most urgent public health challenges in the US.</p>
<p style="font-weight: 400;">For minorities, the health issues associated with homelessness are intensified, due to what researchers describe as “weathering,” or the cumulative impact of repeated social and economic adversity.<em><sup>1</sup></em> This includes both the stress of homelessness and the ongoing strain of systemic inequities. As we know, homelessness places individuals in a constant state of survival and fight or flight, triggering harmful biological responses such as raised levels of cortisol. Over time, this can raise blood sugar to dangerous levels, increasing the risk of or escalating pre-existing conditions, i.e., Type 2 Diabetes and hypertension.</p>
<p style="font-weight: 400;">In 2025, Fourth Street Clinic served 5,754 patients, many of whom identify as a minority. Our Diabetes Educator and Pharmacist, Shideh Hafezi, PharmD, sees the correlation between homelessness, chronic stress, minority populations and diabetes every day. In March of 2023, Shideh started treating a patient who lost their sight as a result of living with untreated diabetes, which was exacerbated by three pregnancies while experiencing homelessness. Being blind and having extensive nerve damage, she also could not check her feet for diabetes sores. When this patient first came to Fourth Street Clinic, her A1C level was 13.2%, but after receiving education around diabetes and working with Shideh, her A1C lowered to 8.5% by January of 2024. She was also able to see our volunteer podiatrist, to help manage her feet and neuropathy.</p>
<p style="font-weight: 400;">Patients are the reason we are driven to provide integrated, trauma-informed and culturally responsive care that addresses not only health disparities, but the toll of chronic stress amongst minorities experiencing homelessness. Our staff is intentionally diverse, and many are bilingual, because we want our patients to see not only themselves in us, but trust that we are invested in continuing to offer a space where every patient feels supported and valued. Minority Health and Stress Awareness Month and Public Health Week serve as a reminder that improving access improves health outcomes for vulnerable populations.</p>

<p style="font-weight: 400;">This focus on high-quality care for women experiencing homelessness is especially important during Patient Safety Week in March, a nationwide effort to reduce harm and strengthen safe care practices across the health care system. By prioritizing preventive services and patient safety, Fourth Street Clinic works to ensure that every patient receives care in an environment built on compassion, trust and respect.</p>
<p style="font-weight: 400;">According to the National Alliance to End Homelessness, women without stable housing are disproportionately affected by gender-based violence, including domestic, dating, and sexual violence or exploitation, as well as stalking and human trafficking. The organization reports that <em>80% of women self-report trauma or abuse as the cause of their homelessness.</em></p>
<p style="font-weight: 400;">For Fourth Street Clinic and our Medical Outreach Street Team (MOST), the connection between gender-based violence and homelessness among women is clear. “A lot of the women we typically see while on outreach are either in or have experienced relationships where domestic violence occurs,” says Callie Larson, Supervisor of the MOST.</p>
<p style="font-weight: 400;">Fourth Street Clinic works to ensure women feel safe seeking care by fostering an empathetic and patient-focused environment. “Every day we tell our patients that we care about them and reassure them that we’re here for them; they aren’t alone. Helping them feel safe is centered around offering support and guiding them to resources that are available, if and when they are ready,” Callie says.</p>

The data collected during the count informs forward-looking decision-making for homeless service providers throughout the county; in 2025, the Point-in-Time Count showed an <strong>18% increase in homelessness compared to 2024</strong>.</p>
<p style="font-weight: 400;">For Fourth Street Clinic, the Point-in-Time Count is a critical tool for estimating the level of health care need among people experiencing homelessness in Salt Lake County, allowing us to scale and adapt both our in-clinic and outreach services so we can meet patients where they are. The need for the trauma-informed, integrated health care we provide continues to grow and, currently, we are forced to turn away <strong>approximately 25% of walk-in patients</strong> due to the constraints of our clinical space.</p>
<p style="font-weight: 400;">Fourth Street Clinic is actively working to secure the funds needed to rebuild our current site, ensuring that individuals experiencing homelessness can access the care they need. In contrast to a $1,500 emergency room visit or costly hospitalization, Fourth Street Clinic spends only $500. Therefore, the preventative care provided at our clinic is not only cost-effective, but results in huge money savings for our community. If a patient falls below 200% of the Federal Poverty Line, the most they would ever pay for a clinic visit is $4.</p>
<p style="font-weight: 400;">Without care, many patients face significantly higher risks of developing complex health conditions – many of which are either directly caused or worsened by homelessness itself.<br />
Consider managing diabetes, asks our Medical Director, Van Aston; “How can diabetics manage blood sugar through diet changes if they have nowhere to cook fresh food and vegetables? How can someone clean a wound daily if they don’t have access to a shower? These are things many people don’t realize they take for granted.”</p>
<p style="font-weight: 400;">In addition:</p>
<ul>
<li>Long-term exposure to the elements weakens the immune system and keeps patients in a constant state of fight-or-flight.</li>
<li>Infections such as strep throat or MRSA spread quickly within shelter systems, and for patients with COPD, the risk of severe lung infections increases dramatically.</li>
<li>Chronic lack of sleep and personal safety leads to ongoing stress, which is proven to have serious and lasting impacts on health.</li>
</ul>
<p style="font-weight: 400;">“We know that quality sleep is foundational to long-term health outcomes,” Van explains. “Living on the street or in shelters means patients are always on guard, even while sleeping. The data on chronic stress is clear – it can even alter your DNA.” Our patients’ experiences have consistently demonstrated that stable resources, access to health care, and housing support are vital to healthy outcomes. Respondents are at liberty and are encouraged to expand upon the specifications to give additional evidence of their ability to provide the services requested in this RFP.</span><span data-ccp-props="{"> </span></p>
<p><b><span data-contrast="auto">1.4 SCOPE OF TERMS &amp; CONDITIONS</span></b><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">Before submitting a response, the respondent shall understand all contract conditions referred to in this document and any addenda issued before the RFP submission date. It shall be the respondent’s responsibility to ensure that the response includes all addenda issued prior to the RFP submission date. <p><b><span data-contrast="auto">1.5 RESPONSE PREPARATION COSTS</span></b><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">Fourth Street Clinic is not liable for any cost incurred by the respondent associated with the preparation of the response or the negotiation of a contract for services prior to the issuing of the contract.</span><span data-ccp-props="{"> </span></p>
<p><b><span data-contrast="auto">1.6 RESTRICTIONS</span></b><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">All respondents must clearly set forth any restrictions or provisions deemed necessary by the respondent to effectively service the proposed project.</span><span data-ccp-props="{"> </span></p>
<p><b><span data-contrast="auto">1.7 RFP RESPONSE &amp; PRICING</span></b><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">Any response submitted pursuant to this RFP shall constitute an offer by the respondent to Fourth Street Clinic. The representations submitted pursuant to this RFP shall be binding upon each respective respondent for (a) sixty (60) days from the submission deadline or (b) until the successful respondent and the Clinic enter into an agreement pursuant to this RFP, whichever occurs first.</span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">A respondent may withdraw or modify its response prior to the submission deadline as contemplated by Fourth Street Clinic. Any such withdrawal or modification must be in writing and must be signed by the same authorized officer or agent who originally signed the Bid Form.</span><span data-ccp-props="{"> </span></p>
<p><b><span data-contrast="auto">1.8 ADDENDUM TO THE RFP</span></b><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">In the event that it becomes necessary to revise this RFP in whole or in part, an addendum will be provided to all respondents and potential respondents via email and posted on Fourth Street Clinic’s webpage (www.fourthstreetclinic.org). A statement issued in an addendum shall have the effect of modifying this RFP as outlined in said addendum.</span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">Any other communication, whether verbal or written, which is received by any representative of the respondent from sources other than the official addendum should be confirmed via written Q&amp;A by the respondent with the RFP contact as being true and accurate prior to incorporating such information into its response. <p><b><span data-contrast="auto">1.9 ALTERNATE RESPONSES</span></b><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">Respondents may submit more than one response, each of which must follow the criteria of Section 3 and satisfy the requirements of this RFP. If alternative responses are submitted, the respondent must explain the reasons for the alternative(s) and its alternative’s comparative benefits. Each response submitted will be evaluated on its own merits.</span><span data-ccp-props="{"> </span></p>
<p><b><span data-contrast="auto">1.10 </span></b> <b><span data-contrast="auto">DISCLOSURE OF RESPONSE CONTENT </span></b><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">Under the Government Records Access and Management Act, Section 63-2-101 et seq., Utah Code Ann. (1993 and supp. 1996), as amended (“GRAMA”) certain information in the submitted response may be open for public inspection. If the respondent desires to have information contained in its response protected from such disclosure, the respondent may request such treatment by providing a “written claim of business confidentiality and a concise statement of reasons supporting the claim of business confidentiality” with the response (GRAMA, Section 63G-2-309). Pricing elements of any response will not be considered protected. All material contained in and/or submitted with the response becomes property of Fourth Street Clinic and may be returned only at the Clinic’s option.</span><span data-ccp-props="{"> </span></p>

<p><span data-contrast="auto">Fourth Street Clinic helps individuals experiencing homelessness improve their health and quality of life by providing high-quality integrated health care. Fourth Street Clinic has been providing services from its current location on the corner of 409 West and 400 South since the early 90’s with the current need for services significantly exceeding what the facility can provide. </span><span data-ccp-props="{"> </span></p>
<p><b><span data-contrast="auto">2.2</span></b> <b><span data-contrast="auto">PROJECT DESCRIPTION</span></b><span data-ccp-props="{"> </span></p>

<p><span data-contrast="auto">Current operations will need to remain uninterrupted throughout the construction of the new facility. Upon completion and occupancy of the new facility, the existing facility will be demolished and replaced with a parking structure to meet facility needs. </span><span data-ccp-props="{"> </span></p>

<p><span data-contrast="auto">The new building will be approximately 47,289 square feet and 165 parking stalls with a budget of roughly $53 million. It is estimated that project duration, from design to completion, will be approximately four years, with 2.25 years for construction. <p><b><span data-contrast="auto">SECTION 3: SCOPE OF SERVICES</span></b><span data-ccp-props="{}"> </span></p>
<p><span data-contrast="auto">The Project Manager (PM) shall provide support to the Clinic to manage the pre-design, design, construction, commissioning and close-out of the Project. The PM will provide support as needed to the Clinic to manage the project requirements and provide regular updates to key stakeholders, the Board and the public. </span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">The PM will work with the Clinic and any previously selected design team to define the project requirements and will provide a Project Management Plan (PMP) which will include, at a minimum: project goals, objectives, requirements and control procedures for documents, contractor management, risk management, safety, cost, schedule and quality.</span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">The PM will work with consultants and contractors retained by the Clinic and will fully integrate all work into a comprehensive program to be managed by the PM. It is expected that the PM will have an extensive background in large capital programs of similar size and scope with a demonstrated track record of success. </span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">The PM will assist in the selection of the Architect, Contractor and other Consultants required for the project, including but not limited to environmental, geotechnical, testing &amp; inspections and commissioning. <p><span data-contrast="auto">All proposals submitted in response to this RFP will be evaluated in a manner consistent with the Clinic’s procurement policy, and as otherwise set forth in this RFP. For the purposes of this RFP, submissions will be received via a sealed bid process. Bids will be reviewed by an internal committee at the Clinic. </span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">As an initial step in the evaluation process, the Clinic shall review all proposals received by the submission deadline. Any timely but non-responsive proposals (i.e., those proposals not conforming to the requirements set forth in this RFP) will be eliminated. All remaining timely and responsive proposals shall then be cursorily reviewed by the Clinic to eliminate from further consideration those proposals which, in the sole discretion and judgment of the Clinic, fail to offer sufficient or substantive provisions that are required to warrant further consideration. The Clinic reserves the right to disqualify any proposal that significantly deviates from the terms, conditions, and specifications contemplated by this RFP. Any remaining proposals will then be reviewed and evaluated in detail according to the Submittal Requirements. </span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">At the conclusion of this initial evaluation phase, and at its sole discretion, Fourth Street Clinic may select up to three (3) finalists to conduct interviews. <p><span data-contrast="auto">Upon completion of the evaluation process contemplated by the Fourth Street Clinic and this RFP, the Clinic shall negotiate the final agreement fee with the top-ranked firm. Should the Clinic be unable to agree to a satisfactory contract with the top-ranked firm at a price that the Clinic determines to be fair and reasonable, discussions with that firm shall be formally terminated and negotiations will then be undertaken with the second ranked firm.</span><span data-ccp-props="{"> </span></p>

<p><strong>1. Introduction</strong></p>
<p>Wasatch Homeless Healthcare, dba Fourth Street Clinic is a not-for-profit organization committed to providing high-quality healthcare to individuals experiencing homelessness in Utah. We aim to ensure that financial resources are managed in alignment with our mission, vision, and strategic goals to better serve our community. Fourth Street Clinic is seeking proposals from qualified investment management firms to provide professional investment management services.</p>
<p><strong>2. Objective</strong></p>
<p>Fourth Street Clinic seeks an investment manager to oversee and manage its investment portfolio to ensure that assets are responsibly and effectively invested, with a focus on balancing risk and return while aligning with our organization&#8217;s values. The selected firm will be responsible for managing Fourth Street’s investment portfolio to achieve financial growth in line with our ethical guidelines.</p>
<p><strong>3. Scope of Work The selected firm will be required to:</strong></p>
<ul>
<li>Develop and implement an investment strategy consistent with Fourth Street Clinic’s mission, financial objectives, and risk tolerance.</li>
<li>Manage Fourth Street Clinic’s investment portfolio (estimated at $6 million dollars) in accordance with best practices and in alignment with the organization’s investment policy.</li>
<li>Provide performance reporting on a quarterly basis, including portfolio valuation, performance summaries, asset allocation, and adherence to the investment policy.</li>
<li>Meet regularly, but no less than quarterly, with the Fourth Street Clinic’s Finance Committee to review portfolio performance and recommend any changes to the investment strategy.</li>
<li>Ensure compliance with relevant regulations, ethical standards, and socially responsible investment guidelines. Fourth Street Clinic currently restricts investment in guns and tobacco.</li>
<li>Advise on market conditions and other factors that may affect portfolio performance.</li>
</ul>
<p><strong>4. Proposal Requirements</strong></p>
<p>Interested firms must submit a comprehensive proposal that includes the following:</p>
<p><strong>4.1. Firm Information</strong></p>
<ul>
<li>Overview of your firm, including history, ownership structure, and experience in managing nonprofit portfolios.</li>
<li>Description of the firm&#8217;s investment philosophy and approach, particularly for nonprofit organizations.</li>
<li>Summary of the firm’s experience with socially responsible or mission-aligned investing.</li>
</ul>
<p>4.2. Team and Expertise</p>
<ul>
<li>Information on the team that will be responsible for managing Fourth Street Clinic’s investments.</li>
<li>Biographies and qualifications of key personnel, including their roles and relevant experience.</li>
<li>Description of the firm&#8217;s client support structure.</li>
</ul>
<p><strong>4.3. Investment Strategy and Philosophy</strong></p>
<ul>
<li>Outline your firm’s approach to developing an investment strategy for Fourth Street Clinic.</li>
<li>Proposed asset allocation strategy, including the rationale for the chosen allocations.</li>
<li>Discussion of risk management and your firm’s approach to balancing risk and return.</li>
<li>Approach to socially responsible investing, particularly in healthcare-related and nonprofit sectors.</li>
</ul>
<p><strong> 4.4. Performance and Reporting</strong></p>
<ul>
<li>Overview of your firm’s past performance managing similar portfolios.</li>
<li>Sample quarterly reports provided to clients.</li>
<li>Explanation of how you measure and report on performance relative to benchmarks.</li>
</ul>
<p><strong>4.5. Fee Structure</strong></p>
<ul>
<li>Detailed explanation of your fee structure, including all management fees, advisory fees, and any additional charges.</li>
<li>Explanation of whether fees are fixed or based on assets under management.</li>
</ul>
<p><strong>4.6. References</strong></p>
<p>Provide at least three references from nonprofit organizations or similar clients that have utilized your investment management services. Responses should not exceed 15 pages.</p>
<p><strong>5. Evaluation Criteria</strong></p>
<p>Proposals will be evaluated based on the following criteria:</p>
<ul>
<li>Experience and qualifications of the firm and team.</li>
<li>Understanding of Fourth Street Clinic’s mission and alignment with socially responsible investing principles.</li>
<li>Investment strategy and approach to managing risk.</li>
<li>Cost structure and fees.</li>
<li>Quality of reporting and client service.</li>
<li>References from current or past clients.</li>
</ul>

She joined Fourth Street Clinic in 2019, bringing with her clinical expertise as a clinic registered nurse, nursing assistant and Peace Corps Volunteer. Since joining Fourth Street Clinic, she has been vital to the clinic’s mobile clinic, bringing vital health care services to individuals throughout the Salt Lake Valley at homeless resource centers. </span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">In addition to her outstanding clinical skills, Samantha is a natural leader and mentor. She is always willing to lend a helping hand to fellow team members and is highly respected among her peers. She takes on additional responsibilities with ease and is an active participant in quality improvement initiatives within our organization. Samantha illustrates strong intrapersonal skills and is a thoughtful, caring listener. Samantha’s communications skills have made her a key member of our Communications Committee, her attention to detail, critical thinking, ability to handle complex cases with confidence and patient advocacy are truly commendable. </span><span data-ccp-props="{"> </span></p>
<p aria-level="4"><span data-contrast="auto">Samantha also readily takes on leadership roles.  She currently is a provider champion for a new project to improve patient outcomes, Azara.  This new platform is touted to be the best practice for d</span><span data-contrast="auto">ata-driven analytics, quality measurement and reporting for the community health and physician practice market. </span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">What sets Samantha apart is her genuine compassion and empathy towards everyone she meets. She creates a supportive environment for patients and their families, providing emotional support and creating meaningful connections. These connections are vital to helping our patients reconnect with healthcare services and empower them to take charge of their health. This is especially true for our female patients as Samantha is the go-to NP for our Women’s Health Days.  She is an expert in guiding patients to take charge of their own health by being up to date on vital cancer screenings. </span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">Samantha has a passion for community health and is actively involved in the Asian Association of Utah, assisting our partnership with an organization that supports refugee and immigrant youth and their families.</span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">Samantha is an exceptional Nurse Practitioner who embodies the qualities and characteristics of a Top Nurse. The goal of the feasibility study is to assess our current and potential fundraising capacity for a large capital campaign, and recommendations on a strategy to raise the required capital. A project budget, timeline, and action items should be clearly identified as part of the proposal.</p>

<p class="p2">Our goal in conducting a Capital Campaign feasibility study is to understand Fourth Street Clinic’s potential for a capital fundraising and to gauge the level of support for this project in our community.</p>
<p class="p3">The study is to be completed using your firm&#8217;s knowledge of our philanthropic community. The study should be the result of <b>confidential </b>interviews with 25-35 donors and/or leader prospects.</p>
<p class="p2">The feasibility study report should address the following:</p>
<ul class="ul1">
<li class="li4">Fourth Street Clinic’s real and perceived strengths and weaknesses in fundraising</li>
<li class="li4">The community&#8217;s perception of Fourth Street Clinic</li>
<li class="li4">Identification of potential campaign leaders in the fundraising effort</li>
<li class="li4">Names of potential major donors/funders and what their interests might be</li>
<li class="li4">Determination of the amount of money that can be reasonably raised</li>
<li class="li4">Feedback on the preliminary case for support to identify strengths and weaknesses</li>
<li class="li4">Other major fundraising campaigns in the area that might compete for the same donors</li>
<li class="li4">Possible alternatives for raising funds needed to complete the project</li>
<li class="li4">Roles and responsibilities of Fourth Street Clinic Board Members, staff, and volunteers in a campaign</li>
<li class="li4">Appropriate timeframe for both the campaign planning study and the fundraising itself</li>
</ul>

<p class="p7">Provide the firm&#8217;s name, address, website, and telephone number. Include the name, title, and</p>
<p class="p7">email address of the individual who will serve as the firm&#8217;s primary contact as well as the names of additional team members. Include a brief description and history of your firm.</p>
<p class="p4">Proposals should include a list of 3 references for similar projects that your firm has completed.</p>
<p class="p4">Please explain your project approach, style, and process.</p>
<p class="p4">Proposals should include the proposed work schedule, timeline, and deliverables resulting from the feasibility study. The contract is expected to begin June 30, 2023 and should ideally be completed by December 31, 2023.</p>
<p class="p4">Proposals must include the estimated budget for all work related to tasks and deliverables.</p>
<p class="p4">Please include a summary of the experience of all relevant key staff.</p>

<p>&#8220;At Fourth Street Clinic, we strive for a &#8216;no wrong door&#8217; approach to meeting patient needs and helping them find the treatment that works best. Some individuals access traditional support resources throughout their lives, while others find recovery by reconnecting to work, important relationships and meaningful activities that take up the bulk of their time. Some may simply find a path to a less harmful place than they were before – progress, nonetheless.&#8221;</p>
<p>The X-waiver is the Drug Addiction Treatment Act, DATA 200, legislation that authorized outpatient use of buprenorphine for opioid use disorder. In January 2023 the DEA released guidance that no longer requires an X-waiver to treat patients with buprenorphine for opioid use disorder.</p>

<p>Wasatch Homeless Health Care, Inc., dba Fourth Street Clinic is soliciting competitive, sealed proposals from qualified firms to make recommendations regarding space needs and facilities assessment (including structural, envelope, and mechanical/electrical systems). The proposal is intended to inform the leadership and the Board of Directors of the feasibility of a re-design of our current facilities (409 West 400 South, 425 W 400 South, 440 South 400 W (Suites A, B, D, E, G, and H; please note suite C does not exist).</p>
<p>The purpose of this project is to aid Fourth Street Clinic in the assessment of space needs for the short term and long-term needs and to inform the organization on where and how to expand. Fourth Street Clinic has been at the current location since 1993. Since establishing this location, the organization has significantly added to its services and staff and is planning for significant growth in services and staffing over the next ten years. We wish to complete a master plan for facility needs to ensure we can meet our service delivery goals.</p>

										<content:encoded><![CDATA[<p>In a time of an unprecedented surge of the COVID-19 pandemic, <a href="https://intermountainhealthcare.org/">Intermountain Healthcare</a> has made a contribution to Fourth Street Clinic, a nonprofit organization providing high-quality healthcare and support services to Utah’s homeless community.</p>
<p>The community health center’s quarantine and isolation efforts give individuals and families living in shelter or on the street a place to quarantine once exposed to COVID<em>.</em> A contribution of $285,000 from the <a href="https://intermountainhealthcare.org/about/who-we-are/community-health/community-giving-programs/community-care-foundation/">Intermountain Community Care Foundation</a> will specifically assist with these operational costs. This includes rent for the facility, meals, security, medical supplies, communications and operating costs.</p>
<p>Since July 2021, Fourth Street’s quarantine and isolation program has served 561 individuals and families experiencing homelessness<em>.</em></p>
<p>“We are incredibly grateful for the vital services Fourth Street Clinic provides to those experiencing homelessness and providing COVID response service to this vulnerable population,” said Mikelle Moore, Intermountain Community Care Foundation’s president and Intermountain’s senior vice president and chief community officer. “We stand with the clinic in our conviction to helping our communities that are struggling through the COVID pandemic and we invite others to join us in supporting the important work the Fourth Street Clinic leads.”</p>
<p>In the summer of 2021, the Fourth Street Clinic began managing Salt Lake County’s quarantine and isolation operations. The clinic coordinates with multiple homeless resource providers and local businesses to provide services such as canned food, catered meals, transportation to the facility and more while clinic staff works with the clients throughout the week with regular medical check ins to monitor COVID symptoms while in isolation.</p>
<p>Janida Emerson, Chief Executive Officer of Fourth Street Clinic, says this funding couldn’t have come at a more crucial time.</p>
<p>“The reality for us here at Fourth Street Clinic is that COVID is moving far faster than we have the resources for,” Emerson said. “The recent spike of Omicron cases in Utah filled our current quarantine and isolation space to capacity—and honestly, we began to worry how this program would continue with such a massive spike in cases. The support from the Intermountain Community Care Foundation in the eleventh hour means these services are still available to our vulnerable neighbors through this current surge.”</p>
<p>On January 4, 2022, the Salt Lake County Health Department issued a public health advisory due to the substantially high COVID-19 transmission rates. In addition, the increased risk of reinfection and spread of Omicron has dramatically increased the need for quarantine and isolation placements.</p>
<p>While Fourth Street Clinic will be pursuing state funding for operation in February and March, the COVID-19 Emergency Response Fund would support Fourth Street Clinic until that time.</p>
<p>Utah Governor Spencer Cox selected former Utah Senate President Wayne Niederhauser in April 2021 to serve as the new state homeless services coordinator.</p>
<p>“I appreciate the Fourth Street Clinic for providing vital services to Utahns experiencing homelessness, especially during the Covid-19 Pandemic,” said Wayne Niederhauser, chief administrative officer of the Office of Homeless Services.</p>
